Methodology
Where every statement comes from, and what we do when one is wrong
Every statement our AI assistant makes about a licence is taken from the regulator's own rulebook or website, named by source, and labelled with how much weight it carries. This page explains the method, what the AI assistant does with it, and how our human expert reviews and corrects it.
Where do the statements come from
We use the regulator's own published documents and nothing else: the law that establishes the regulator, its rulebook or regulations, its published guidance and frequently asked questions, its application forms and its fee schedules. Each statement carries the module and section it comes from and the date the rules were checked.
We do not take regulatory statements from law-firm articles, consultancy pages, news reports or memory. If we cannot find the source, we do not make the statement.
The four labels
Every figure and requirement the AI assistant gives, and every one in your report, your application and your returns, carries one of four labels. They tell you how much weight the statement carries and where to look if you want to check it.
| Label | What it means |
|---|---|
| Rule | Taken from the rulebook or regulation itself. Cited by module and section. |
| Guidance | From the regulator's published guidance, a policy statement or its frequently asked questions. Guidance explains how the regulator reads a rule and can change without the rule changing. |
| Practice | What we have seen in applications. Not a rule. It can change and the regulator is not bound by it. |
| Judgement | Our view, given as such, where the rules leave room. You can disagree with it, and the report says what it rests on. |
Where a regulator decides a point case by case, the result carries a discretion flag and says so, rather than guessing what the regulator will decide.
What a sourced statement looks like
Each statement we produce, in a result, an application or a return, follows the same shape: the statement, its label, and its citation. For example, the base capital for a DFSA Category 4 firm is USD 30,000. Rule DFSA PIB 3.6.2 The date the rules were checked is shown with the result.
What the AI assistant does
The assessment is an engine you can chat or talk with. You describe what your business does, who its clients are, where it will operate and how it is set up. The engine maps your answers onto the activities each regulator licenses, works out which regulators' rules apply, and ranks the routes by the rule that governs the overlap.
The assessment gives a provisional result in about ten minutes, reviewed by a person before it is released to you. The result shows the recommended route, why that route and not the others, the alternatives that also fit, the headline requirements with their labels and citations, any flags, and the next steps. If your answers do not map onto a single route, it says so.
The AI assistant lets you describe your business in your own words instead of choosing from a list. The model helps with the description and drafts the documents. The rules decide the result. The model does not supply rules: every rule comes from the rules engine, and a person checks each result. We do not send the model your name or contact details. See the privacy notice for how your messages are processed.
The same method runs through everything that follows, from one record: the application pack, the responses to the regulator's questions, and the policies, returns and notifications after the licence is granted. At every stage the AI assistant drafts from your confirmed answers, each statement is tied to the rule it answers with its label and citation, and our human expert reviews the work before it reaches you or the regulator.
How we use AI, and how we do not
Candovio is built with AI and says so. Three things to know.
- The rules decide. The assessment's result comes from a rules engine that applies the regulators' published rules to your answers. The model helps you describe your business and drafts for experts to check. It does not decide which licence you need and it does not write a rule.
- People review. Every result, every confirmed report and every document we prepare for a regulator is reviewed by a human at Candovio before it reaches you.
- You are told. The assessment asks for your consent before any message goes to the model, which is run by a provider outside the UAE. Your name, email address, phone number and company name are not sent to it. Transcripts are stored in the UAE for 12 months and then deleted.
Review and escalation
If the AI assistant cannot answer a question with a citation, it does not guess. The question goes to a human at Candovio, and you see a note that a reviewer is looking at it. You never see an unanswered question presented as an answer.
Each activity the assessment assigns to your business can be challenged with one click. A challenge goes to Candovio, not back into the engine.
Every provisional result is reviewed by a person before it is released to you, and the confirmed report that follows the call is reviewed in every case.
Corrections
If a statement turns out to be wrong, we correct it, tell everyone on our list of report recipients, record the correction, and update the rules the assessment runs on. Rules carry an as-at date, and the date is updated when a regulator changes a rule.
The provisional result and the report are not legal advice and are not the view of any regulator. A provisional result is provisional until it has been confirmed on the call.
